The report of the 20th National Congress of the Communist Party of China clearly stated that we should actively and steadily promote carbon peak and carbon neutrality, accelerate the planning and construction of new energy systems, point out the direction and draw a new blueprint for the development of new energy. We agree with your suggestions on accelerating the development and consumption of new energy in our country and are working to promote its implementation.


1. Regarding improving the planning and development mechanism for new energy projects


During the "14th Five-Year Plan" period, the state no longer implements scale management of wind power and photovoltaic development in various regions. Instead, according to the renewable energy development plan, the development goals of various regions are clarified through the weight of renewable energy power consumption responsibilities and reasonable utilization rates. The weight of each province's renewable energy power consumption responsibility is mainly determined based on wind and photovoltaic resources, power grid structure, electricity load, etc. Each time the weight is issued for the current year and the following year, each province uses the scale corresponding to the current year's weight as the lower limit and the local reasonable utilization rate. The corresponding scale is the upper limit, and the scale of wind power and photovoltaic development in the region for that year is clarified, and the construction of wind power and photovoltaic projects is arranged in advance according to the weight of the next year, so as to achieve a national chess game. 2. Regarding strengthening cross-regional delivery and local consumption capabilities
