the peak electricity price is 1.4288 yuan/kWh, and the trough electricity price is 0.4568 yuan/kWh.
The higher electricity prices actually reflect the strong demand for electricity market in Zhejiang Province as an industrially
developed region. In recent years, Zhejiang has proposed many favorable policies to encourage distributed development.
With the support of the national "dual carbon" strategy, the market space for distributed photovoltaic business is huge.
Since the state introduced the cancellation of industrial and commercial catalog electricity prices and improved the peak
and valley time-of-use electricity price policy, the electricity prices for industrial and commercial users in various places have increased to a certain extent during peak hours.
On May 19, 2022, the General Office of the Zhejiang Provincial People's Government issued a notice on the
"14th Five-Year Plan" for energy development in Zhejiang Province. The notice pointed out that eco-friendly
non-water renewable energy will be vigorously developed. Implement the “scenery doubling” project. Focus
on developing distributed photovoltaics on a county-wide scale and promoting eco-friendly development of
centralized photovoltaics with high quality. By 2025, the province's installed photovoltaic capacity will reach 27.62 million
kilowatts. Efforts will be made to build a million-kilowatt offshore wind power base. By 2025, the province's installed wind
power capacity will reach more than 6.41 million kilowatts, of which offshore wind power will exceed 5 million kilowatts.
During the "14th Five-Year Plan" period, the province's new offshore wind power and photovoltaic installed capacity will
double, with the increase guaranteed to reach 17 million kilowatts and strive to reach 20 million kilowatts. Among them,
the newly installed photovoltaic capacity is more than 12.45 million kilowatts, and we strive to reach 15 million kilowatts.
Continue to promote distributed photovoltaic applications in characteristic towns, future communities, industrial parks and
economic development zones, as well as schools, hospitals, sewage treatment plants and other public buildings and public
facilities, and promote building photovoltaic integration in new factories and commercial buildings. Increase the installed
capacity of distributed photovoltaics by more than 6.45 million kilowatts and promote it in more than 30 counties; use tidal
flats and fish ponds to build fishery and photovoltaic complementary photovoltaic power stations of more than 3 million
kilowatts; use slopes and facility agricultural land to build agriculture (forest) The optical complementary photovoltaic
power station is more than 3 million kilowatts.
The "Zhejiang Provincial Electricity Regulations" passed by Zhejiang Province in October 2022 proposed that distributed
wind and solar power generation companies can directly trade with surrounding users in accordance with regulations,
which will become a key node in my country's promotion of "power sales through walls." In fact, since the National Energy
Administration issued the "Notice on Carrying out the Pilot Market-based Transaction of Distributed Power Generation" in
2017 and decided to hold the pilot, due to problems such as the failure to rationalize the transmission and distribution
price mechanism and the enthusiasm of the power grid, "power sales through walls" have not been possible. be effectively
promoted. Five years later, the implementation of the "wall electricity sales" policy based on "dual carbon" in Zhejiang will
be a measure of great significance.
According to data released by the National Energy Administration, Zhejiang Province will add 6.972GW of new photovoltaic
installed capacity in 2022, ranking among the top four in the country. Among them, the newly installed capacity of
industrial and commercial distributed capacity was 6.608GW, ranking first in the country.
