On June 29, Jiaxing, Zhejiang Province released its reply to Proposal No. 385 of the Second Session of the Ninth CPPCC National Committee.

         

The reply stated:

         

Promote the application of energy storage in multiple scenarios. Focusing on end users such as distributed new energy, microgrids, big data centers, 5G base stations, charging facilities, and industrial parks, explore new scenarios of "energy storage +" diversified integrated development to achieve 10,000-kilowatt-scale storage in counties (cities, districts) Full coverage.

         

Promote the government to provide policies to support the marketization of new energy storage. Guide new energy storage to achieve full life cycle operation through market methods. During the transition period, capacity compensation will be given to peaking projects that accept unified dispatching.

         

Promote the construction of energy storage projects. Eight projects including Tongxiang Molten Salt Energy Storage Project (70MW/343MWh) and Qinshan Independent Energy Storage Power Station (50MW/100MWh) were selected into the “14th Five-Year Plan” new energy storage demonstration projects, ranking first in the province in terms of number and provincial-level demonstration projects Promote the comprehensive rollout of energy storage construction.

         

Build a municipal virtual power plant management and control platform. The platform plans to access 500,000 kilowatts of new distributed photovoltaics, 200,000 kilowatts/400,000 kilowatts of energy storage, 8,000 kilowatts of energy storage for aggregate communication base stations, and 150,000 kilowatts of aggregated air conditioning controllable load.

         

At present, Jiaxing, Zhejiang has opened a green channel for energy storage construction, and has dedicated personnel to keep an eye on the progress of various energy storage projects, striving to start construction and put energy storage projects into operation early, and ensure that the annual construction of new energy storage demonstration projects exceeds 200,000 kilowatts. At the same time, by promoting high-energy industrial loads, industrial and commercial adjustable loads, new energy storage, 5G base stations, etc. to participate in the ancillary service market, the demand side is encouraged to actively participate in system adjustment and improve the operating efficiency and benefits of the power system.
