The latest requirements for new energy distribution and storage will be implemented from January 1, 2024

Recently, the Zhejiang Provincial Energy Bureau issued a letter soliciting opinions on the "Notice on Doing a Good Job
in New Energy Distribution and Storage and Increasing New Energy Grid-connected Power Energy (Draft for Comments)"
(hereinafter referred to as the "Draft for Comments").
It is clear: further improve the quality of grid-connected power from new energy sources.
Offshore wind power and centralized photovoltaic projects that will be connected
to the grid starting from January 1, 2024 will be equipped with new energy storage at a rate of no less than 10% of the installed power generation capacity and a duration of 2 hours;
among them, for projects that have implemented the commitment to self-build energy storage The deduction will be calculated based on the actual configured capacity and duration,
and the shortfall will need to be configured separately. Encourage existing new energy power generation projects to be allocated in accordance with the above principles.
New energy allocation and storage methods are proposed:
New energy power generation projects can be equipped with new energy storage through leasing,
co-construction or project self-construction. The leasing method can be leased in installments,
and the lease period of each phase is generally not less than 5 years. Long-term lease agreements of more than 10 years are encouraged,
and the lease price can be negotiated year by year.
Leasing and co-construction methods will be prioritized within the municipality where the new energy project is located.
After signing the lease (capacity allocation) contract, it should be reported to the Provincial Energy Bureau,
Provincial Energy Supervision Office and Provincial Electric Power Regulation Center within 10 working days.
If there is no new energy storage for leasing in the province in 2023,
an intention contract (agreement) can be signed in advance, and the formal contract signing and filing should be completed before the end of December 2024.
